It won't charge a surface pro via USB C adaptor, no 15v output. (on my one?)

Doesn't matter. Most macbook pros can only draw a maximum amount of current. More power wont' speed up charging time

If you buy this to charge the 16” and utilise the GPU and CPU to the max it will drain.
These don't come with a earthed power cable into the mains. Buy a duck head with a 3rd earth pin or an extension cable (they sell them on the apple store or on ebay) otherwise your new macbook will turn into a electricity rod when you touch it. Not super dangerous, but you don't want anything short circuiting on the odd chance. It's also unpleasant to touch without an earth pin.
The duck head connector on the charger doesn't have an earth terminal.
The earth on the power cable is there in case the power cable is damaged/crushed, it doesn't connect to the charger at all.
My duck head from my 3-pin extension cable has 3 points of metal contact. Two for the figure 8 cable and a circle metal piece on the charger that makes contact with the metal inside the duck head.
The macbook has a electrical current going across the shell if I don't earth it.It's a known issue for Macbook pros after a certain year.

Oh I see. I bought my one from ebay. It's a genuine and high quality cable. I opened it up and checked.

Yep, do it. It's not right to have to spend extra to get it (used to be included in the box a few years back), but it solves the problem. Do it and be done with it!

Interestingly, if you use the standard non-earthed power supply on a MBP, connect your multimeter's black lead to earth, and poke the red probe into one of the usb sockets (or anything that directly connects to the metal chassis, e.g. the screws at the bottom of the machine), you'll see the machine's chassis floats at 100-110VAC. Yeah I know this is the result of capacitative coupling and it doesn't carry much energy, and if you discharge it, it'll generate some uA, yes I've measured it, but it's annoying to touch and sometimes gives me shocks.
Yes the majority of the body is anodised aluminium, but the screws at the bottom and the usb sockets are places you can accidentally touch. In case of a short, it can be lethal. I'm not sure why they removed the good ol' earthed power cable design. This to me, is a huge step backwards. Appears that they just don't give a shit.
According to IEC 60335, you're permitted to have a certain amount of leakage current. I think it's less than 50 uA.
Some electrical engineer has probably done a video about it on youtube. YOu can use that electrical leak meter to do the test if you want and it'll probably pass.

I wish I could have taken advantage of this. I spent $80 on a 60w charger the other day because my laptop won't take less than 45w.

It's a PD charger so it doesn't only charge Macbook Pro
But basically all devices that support PD charging (eg. Nintendo Switch , iphone 8 onwards, many laptops that use typeC charging etc.)
