I believe he tried cleaning with pressure washer which didn't worked. Should I be talking to him??

You should definitely talk to your neighbour regularly, to prevent the many, many issues we see on this site from people who are strangers to their neighbours.
But whether there is anything to be done about dried paint is hard to discern. Is it actually an issue? It will wear away pretty quickly, if the appearance is the issue.
Just report it to your local council as a skid hazard

You should go out there with any paint you have on hand and spill it on the road too. FOMO is a real thing.

How much paint is a “few marks”?
Is it a safety or substantial environmental hazard?
Are they just a few marks? Or could it possibly depict some sort of traffic incident? Perhaps old mate next door is about to post a new forum topic on here and is unfamiliar with MS Paint.

depending on how bad it is, you could suggest using a paint stripper, then pressure wash.
given he actually spent the time to pressure wash it - suggests he cares.
Don't use paint stripper. It will end up in the stormwater drain.
And possibly dissolve the bitumen which will wreck the road.
Drop in the ocean compared to everything else.
It's not the amount of chemicals, but rather the fine from the EPA.
