I'm repairing my mates PC and it has an i7 2600 with a GTX 970. If it were for me I'd spend more but he wants to go cheap.

I think stretching to $130 would be doable.

First one is gold rated and 2nd one is higher wattage from a better brand.
@User2049: I'd say this is better. It's actually in the B+ tier on the LTT list, better than the Thermaltake.

Whats wrong with like a Corsair VS550? I know they aren't the most high end, but Corsair warranty is great. Also, I've used them in most my system builds and no issues in 5+ years
Corsair VS and CV series are group regulated, so they can have difficulty when multiple rails are loaded and have voltage instability.
450W is enough for the GTX970, Corsair CXM (2015) is perfect for budget and your parts you listed above.
