Hi, does anyone know a courier that can pick up and deliver frozen food (smallish order for household consumption) across states?

There are plenty - just Google. But they will be expensive. If going by air then that part of the trip goes with standard cargo regardless of the refrigerated road sections, so you will still need proper insulation.
If you are doing the major metro areas on the eastern seaboard you should be able to get away with a standard courier as long as you use a quality foam box, include plenty of cold thermal mass inside (ice bricks, etc) and pick days which are not scorchers. Get an afternoon pickup to reduce wasted time in the depot and pack the box as late as possible. I have numerous times sent refrigerated (not frozen) stuff from Sydney to Perth over 7 hot summer days and the stuff arrives in good condition - a properly sealed foam box will take you far. (I have been meaning to use a temperature logger for this trip to get quantitative data but not got around to that yet.)
