It will ask for ZIP code of location, enter 90001
then follow the process.

If you don't have a VPN
Use an android simulator like NOX ( I used Bluestacks )
Change location of simulator to Los Angeles. Then follow the link from this deal. > Sign into your account >
It will ask for ZIP code of location, enter 90001
then follow the process.
When you start to run it without VPN it will ask you to verify your location. To do so open up NOx or any other android simulator. Change location to Los Angeles. then open up web browser in NOX and follow the link showed in app to verify location. Once done you can access Youtube tv without VPN.
