I'm after a good quality Persian rug for my home office for the winter. I have no idea what to look for to determine the quality. Also how much does a good quality hand made rug approximately 1m x1.5m usually cost? Any good places to go to to find deals?

Good quality Persian rugs doesn't mean much, as they come in too many different types and price ranges, mostly depending on the place of origin, material used (wool, silk, mixed), and the density of the knots. Also a rug signed by a master craftsmen is generally more valuable.
