Do not prefer to buy on Ebay or through a website. Ideally would like to walk in a store pay and get a receipt with full australian warranty.
Please advise where can I buy the best priced mobile.

$689 is the best price you can get for SGS2, DODO Mobile is selling same for $685 but they are charging $10 as delivery or you can pick it up for $685. But still I can say Allphone deal is good.
Mobiciti is currently the cheapest besides ebay for brand new aus stock.
Or you could buy it from another person who got the phone on a plan for the sole purpose of selling it for about ~$600. They should provide you with the receipt and most the time it'll be new.
Had I not have bought it overseas (and regretting it), I'd have gone with this option.
you can get ebay ones from people who buy contract phones which comes with 24mth warranty. otherwise you are going to pay the full price anyway and it doesn't matter where you get it from it's going to cost you 650+ if you want australian stock
