i have opened a case with PAYPAL and they actioned so fast and gave me 100% refund back!
in my original post, i have mentioned that i sent seller a message to refund 50% , and seller scammed me to close the refund request and refused to refund afterwards and he said he never received the 50% refund request. very odd thing, i can not find the message sent to seller about this even in my sent box item.
luckily ebay is able to trace back all the communications and proofs that i did sent the message and the seller did get it! i don't know what the dodgy seller did, it actually disappeared from my send item and never found…and ebay also found out the location of the seller is overseas not as described within Australia, as seller is being dishonest and dodgy, i got 100% money back and i don't need to send back the item.
my lesson learned : don't close off any dispute request until you get refund. if you have a genuine reason, ebay will protect buyer interest.

I purchase some masks on eBay this month. The seller described the item as medical level. When item arrived, I found out it's just normal household masks it's not medical level.
So i contacted the seller and opened the refund request. Seller admitted it's not medical, and he wanted offer $20 off.I asked for 50% refund and he agreed and asked me to close the case. As he said paypal is freezed during dispute, he can not do partial refund until i closed the case. (I dont have much experience trading on Ebay) So i closed the case.
today i asked him about the 50% refund. he said he never received any request for 50% refund. he has only agreed to refund $20. So i went to my "sent" folder, it's very odd that message has gone in the sent box. every other message i sent to him is there except for that one!!! and i had a look again on the email he sent to me to confirm okay to refund, he replied on the previous thread with post tracking stuff and not my actual message!!!
I don't know how could this happen?! Not sure if any of you had experienced this before?
100% your fault for closing the case thus liberating them from any further action required. Lesson learnt.
In future, return the item and get a full refund.
