Can someone recommend me a PDF editor for MacOS or Windows 10 that can be used offline?
At minimum it needs to be able to edit existing text and have non-subscription pricing.

Apple preview, that comes with MacOS is free and already on the Mac. Has markup tools. Will that do?

The inbuilt one is fine for markup. What do you mean by edit? Create from scratch, do you need to author pdf documents?
Not free but for work we use PDF XChange which I think is great - I've bought myself a personal version too
