We're building a house in regional Victoria. The only NBN available is satellite which I've heard is expensive and slow.
ADSL is available, as well as 1-bar of Telstra 4G, so probably looking at ADSL.
Any recommendations for providers?
It's off-net for all of the non-Telstra providers, and the area is considered regional, therefore, more expensive ADSL, so I believe only the Telstra Wholesale providers/resellers will be able to do it.

Is Optus reception any good?
Averages around 1 bar with my phone, pretty average to be honest. Not sure if it could be better with an antenna or anything.
If it's 1 bar of 4G it could be improved with an external antenna. Their wireless broadband 500gb plan is around $80. Not bad. But maybe try ADSL first and see what sort of speeds you get
