While you can probably install a drop-down ladder, even selling for £1 you'd still be liable for council rates, etc so it's not as cheap as it's face price.
But I can see it being valuable for the adjoining properties. Maybe the owner of one of those was the buyer - it's not inaccessible to them.
No council rates is applicable on the property as it is not livable although the buyer would have been liable for the auction fees.

Edit : It was bought by a local businessman and the property next door is coming up for sale, so he may be looking to extend.

Should the new owner wish to sell, they'll likely spend more money than the purchase cost just to get rid of it.
I would have assumed the adjacent/neighbouring owner would have bought it to punch through the internal wall for expansion.
It's in the UK and no council rates will be payable (they have business rates for businesses and council tax for residential property) and it's not supplied with any utilities, services or water so there will be no ongoing expenses.
They could insure it but for a potential loss of £1 I wouldn't bother.
Why would you think no council rates / tax? The government would tax anything. Even if you do nothing with the space the council would be incline to put a classification in order to tax it.

I own a garage in the UK which is worth much more than £1 and there is no tax payable.
Your garage is not unusable therefore should be taxed. That is another discussion. What you probably fell into is the no council tax on uninhabitable property
However, if you feel that you own an empty property that is uninhabitable, you might be eligible to be removed from paying Council Tax for empty dwellings. To do this, simply apply to your local valuation office agency for the property to be removed.
Soon as it is furnished and put to use they will be liable for council tax.

This property is not a home that can be lived in.
