  Not only how many - but also what are they doing? We need to know the use case before we can make a recommendation. "VMs for IT" is broad.

over 900? the most expensive you can get

otherwise just grab something decent and stick in as much ram as you can

Need cores and RAM. I would look into the Ryzen Mobile 4000 series coming out on laptops soon. up to 8 cores 16 threads! should be pretty price competitive compared to Intel as well.
