Yeah it seems plus only :(
Must resist urge to upgrade my overkill for my purposes 2600.
Prices will drop substantially after the upcoming 4000 announcements.
When are being announced and released?
It will likely blow everything else out of the water, def worst time to buy a CPU is now unless you really need one. I would buy a used one to get by until gen 3 comes out when you can upgrade just by swapping a CPU and keeping a good mobo with freshened up bios and RAM.
The improved 7nm+ process would also offer new chips higher clock speeds while maintaining lower power consumption. The new process may also come with an 8% to 10% increase in IPC (instructions-per-clock). Topping that off, rumors have suggested that AMD will introduce a new level of simultaneous multithreading in Zen 3 chips that would allow a single core to handle four threads (e.g., a 4-core/16-thread CPU or a 16-core/64-thread CPU). lin
AMD's 4th Generation Renoir APUs (Ryzen) will be based on the 7nm Zen 2 architecture and will succeed the 3rd Generation Piccaso APU lineup which is based on the Zen+ core architecture. The 7nm APU family will have a lot of new features to talk about aside from the Zen 2 cores, it will be highly efficient, more than the current 12nm Zen+ parts and would feature a more modern Vega GPU with an enhanced feature set that is close to the Radeon VII than the Radeon RX Vega 64. link
AMD Ryzen 7 4800H, the flagship processor in the ‘Renoir’ 45W CPU family meant for high-performance and lightweight laptops, and other portable computing machines appear to outperform Intel Core i7-9700K. In other words, the AMD’s Mobility CPU is reportedly outpacing even the desktop-grade Intel CPUs. link
While we might still see AMD Ryzen 4000 desktop processors make an appearance at Computex 2020 and E3, there's a firm possibility that they'll come at a later date. All we know is that Lisa Su said AMD Ryzen 4000 for desktop will be coming in 2020. We just don't know when in 2020.
We should start seeing laptops rocking AMD Ryzen 4000 processors by the end of Q1 2020 across both ultraportables and gaming laptops. linkLikely not till May…

I have no idea about when it will be announced (which might be enough to cut pricies of current generation)…. but I believe the desktop 4000 series isn't set for release until 2020 Q4 (I.e. Oct-Dec)…
EDIT: In terms of buying… Just bought a second hand 2700x for my dad… that way I get good value at the moment (he really needed an upgrade), whilst probably not losing much resale value in the future if we want to upgrade to 3x00 or 4x00
Yes the longer I wait the better the quality of the silicon and cheaper. No way I could say no to a new 3600@200$.
Shopping Express has had the 3600 for $278 for the past week.
