What determines what deals appear in the RSS feed?

For example, this deal (http://www.ozbargain.com.au/node/51494) was in the feed despite only 1 upvote!

Anything posted is put into the new deals feed. I don't believe the RSS takes in the minimum voting threshold set in preferences.

  Is there any way to just include just the homepage deals into RSS feeds ?

I only get the +15 votes deals through google reader. Doesn't work for you?
