there's no way you can get new portable aircon for $150.
even if there's one, it won't cool anything.
portable aircon is not small and cost at least $400 (for a shitty one).For $150, the best you can get is air circulator like Vornado.

That is an evaporative cooler, it's not an "Aircon". It makes cool at the expensive of making your room very humid.
An "aircon" has a hot exhaust, if it doesn't have a hot exhaust via either a hose that goes out the window or a unit outside then it is not an "aircon".
