If it's getting in your eyes, your doing it wrong. I apply sunscreen daily (Cancer Council moisturising spf50+ sunscreen) and never have such issues. You might want to try to their sensitive one in case that makes a difference.
I get sunscreen in my eyes when I swim, if I need to wipe water from my eyes the sunscreen gets in my eyes.

Make sure to use a physical (zinc) sunscreen and that it is fragrance free. Chemical sunscreens (like Cancer Council) can be irritating to the eyes. Alternatively, Bondi Sands Sunscreen (fragrance free) is excellent and fragrance free - 1/2 price at Coles this week.

I would use a sunscreen that's specifically for the face. One option is Nivea UV face shine control SPF50 - 1/2 price at both Coles and woolworths is an which is an 'Eye friendly formula – ophthalmologically proven'.
