They are too big for carry on. They are 2x Gucci handbags as gifts that I dont want to squash into my carry on bag.
better be to carry them than placing them in luggage which can be lost!

This. I would be carrying them with me if I were you. Not too sure how big are the hangbags, but couldn't they fit comfortably in a carry on trolley bag without squashing it?

In Melbourne, they won't. When I took items that were too big for carry on to the TRS office before check-in; they said they will only sight items that were prohibited like liquids.

Gucci handbags would not fall into those categories - so the ABF Office won't verify them.
Could be a human size Gucci bag. Or a polo ralph lauren… bags needs to get bigger to fit the pony guy.
This was like 3-4 years back, but back then you can have it sighted at the Australian Border Force Office before you check in. They will then provided you with a small slip of paper saying they have sighted the goods which you provide to the TRS office. This was my experience when I was claiming tax refund on 2 winter jackets.
Not sure if things have changed now but based on GG57's comment above, looks like it is still the way to go.
Have them sighted at the TRS office at departure hall before you store them back into your check-in luggage.
Did that before for hiking equipments.
As others have mentioned above, if the goods are too big or heavy to carry on, just put them in the luggage and have them sighted at the TRS office before checking them in.
I've done it with three wool quilts(queen size vacuum packed) in Dec 2019 at the Brisbane airport.
They will give you a slip for your TRS claim.

I didn't realise it's a Gucci bags that you want to claim. Better call TRS support line to make sure. That's what I did back in December.
I think it depends on who you get and when you go. Last year when I went to TRS at Sydney airport I left one of the items in my check in and they were okay with it possibly because it was really busy and they wanted to speed up the process.
I think that they refund you the GST cause you bought them in Australia but you taking them oversea. If they are too big to be carried out of Australia, why they should refund you the GST?
