So in short I was using a UP account to let a few transactions bounce, last month I got hit with a $60 charge from something that should have not gone through and now got a $10 charge from something else, how on earth are they allowing these debits to go through when most banks with a $0 balance just decline the debit?

Lol you said it in your title, obviously they have an overdraft facility.
If you want a pre loaded card that allows you to reject incoming transactions, try Revolut
At this time of year the UP Mind Reading Department is on holidays. Instead they tossed a coin to decide if the transaction should be honoured or dishonoured.
You tried to let some of your dues bounce by purposely having low balance.
Ended up with more dues.
Sounds like Justice to me.
There doesn't seem to be an overdraft fee, so you can just move some cash into there overnight. It's only around 12% p.a. which is basically nothing. Literally less than 2 cents a day on $60. Bargain brother.
86400 doesn't have those charges. saw this post and had to check.
