I paid $8 for the retail boxed copy at GAME just this last weekend, if the packaging is worth $4 to you.
Oh, and it's not on the Steam retail CD keys list, so I'm guessing "no" you won't be able to activate this on Steam

I can confirm that my key doesn't work on steam, the keys all seem so have similar strings (starting with the letters RED) so I assume any keys from them aren't steam based.
Edit: If anyone has a steam key for witcher 1/2 and would like to swap for a non steam key I would be willing to trade, I can also offer a key for 'Volvo the game' which is non steam, I also have a key for Lead and Gold (Steam game).
I have a key for Nissan the car, it's red, the key works.

Don't buy the Nissan, it's so annoying, you have to keep unlocking it every day!!
yep, buy an old VL instead, any key will unlock.
The site is pretty horrible, keeps asking me to enter my last name even though I already did and thus I can't checkout..
