Purchased off eBay - Seller Wont Post Due to Not Receiving Money

I bought a gpu off eBay and paid straight away through PayPal, I paid the shipping fee and the seller is saying he can’t post it until eBay releases him the funds, how long does this process take.. ive never had this problem and it’s been 2 days so far

    Ebay has nothing to do with the funds. That would be PayPal.

    Seller is probably waiting for funds to transfer from his PayPal to nominated bank account. This can take up to 5 business days.

    • MS Paint: It is not clear if the seller is transferring from his Paypal to his bank account (in which case it will say on Ebay to send by x date and also PayPal will state it is safe to post the item) or if the seller has a restriction due to being new or a low volume part time seller.

      Here is the text of an email I received recently when I sold something on Ebay.

      "Payment from this sale is on hold.

      eBay has asked us to hold the funds from your sale for up to 21 days to ensure there are no issues with this transaction.
      Add shipping information on eBay to help access your funds sooner.
      Other limitations may apply. Contact eBay to find out why your funds are on hold and how you can access your money sooner."

      In this particular case (the text above not ops) the seller should have received this and by not sending it he is actually delaying his own funds clearing. If they are simply transferring to their bank account then it can take up to 5 business days but never usually does.

      IF it was paid via e-cheque then that actually has to come directly from the buyers bank and then be deposited into the sellers account. This happens if there is no bank and or credit card verified on file. The seller will be advised not to send the goods until the payment has cleared.

      Op can easily find out if it was an e-cheque or not by checking his Paypal statement/email. If it's e-cheque then the seller is in the right and you will have to wait. If it's a restriction or he is just transferring to his bank then he should not be withholding your goods. To add in regards to postage costs, this would have been in the same payment. If he is saying postage wasn't paid then it is more than likely something that he has missed/forgotten.

      Edit: looks like OP paid with funds in his PP account not via other means so can't be e-cheque. That is still another thing to consider though for others.

    So PayPal holds funds of new sellers to reduce scammers who just keep making new accounts.
    They'll release the funds if the item is received by the buyer (using tracking) OR the buyer marks the item as received (e.g. if there is no tracking) OR after a certain number of days has elapsed (21 iirc).
    You'll either have to wait it out, ask for a refund or try to convince him to send (let him know funds will be released upon delivery confirmation)

      Also inform seller that if he cancels the sale, Paypal will refund you the entire amount but charge him their transaction fee.
      Paypal no longer refund seller transaction fees.

      So the funds are in escrow and the seller should send the goods straight away - pretty much how AliExpress works all the time (from what i can work out).

  • The seller is probably waiting for the money to reach the bank from paypal. Less chance of a reversal from what I know. Seller should have put something about that in his item description. The 21 day thing is only for new accounts.

  • Same happened to me, with a ps4 pro I won at auction for $230. He said he couldn't float the $10 it would take to post it (local post).

    Too much drama for me. I just said stuff it, go ahead and cancel. Then I left him bad feedback and moved on. If an account is established, you have some leverage to work with, but on new accounts users just aren't that invested in it. Once they decide it's not worth it to continue, its only a tiny step more to decide that they can keep your money, and say they posted it. Too risky imo

    • If it was cancelled and you got your money back - I wouldn't have left negative feedback. The seller may have genuinely been unable to foot the bill up front.

        Well, that's awfully kind of you Jesus, but I'm not that forgiving. In fact, had he lived closer, I probably would have thrown an egg at his house for being a rude canoli and wasting my time.

      • I mean, I'm usually understanding and all, but if someone's going to sell something that costs a significant amount of money, they need to read how the process works if they're going to be handling other people's hundreds and be prepared for this eventuality so they don't jerk others around and make them feel they might have been scammed. If they really are a new account, they can move on and make a new one.

        EDIT: aaaand it seems like the OP's seller is scammy.

  • Can confirm, funds automatically clear once tracking is updated to Delivered.

    So the seller should post the item and append tracking number.

    No idea why everyone is suggesting it only happens to new accounts. My account is over 10 years old and the funds get held when I make sales, up to 20 days or until delivery confirmation. Not once did I ever consider not sending the package until after they were released. Open a dispute citing the seller's refusal to post the item for no legitimate reason, they clearly don't know how eBay works.

      Are you a regular seller though?
      Money isn't held just for new accounts, but for old accounts with little selling history too.

  • I've been selling on eBay for 10+ years and I have a perfect rating. Every now and then I will get a buyer who pays, but the money doesn't show up as having been received by PayPal for 3-4 days. I won't ship the item till the payment has officially been received. I have queried this with PayPal on numerous occasions and they just reply its to protect the seller and buyer with no further information.

    • This happens when buyer pays with saving account and it takes approx 3 days or more to clear

    • Hope that doesn't mean you're one of those sellers who endlessly hounds people who give neutral or negative feedback until they change it (telling me they have to make a living etc). I've had that happen to me a few times, especially irritating when I give neutral when it should have been negative.

  • It should show up in the sellers paypal as a pending balance, so they can see that you have actually paid. If he refuses to you can dispute it with ebay as he is obliged to post the item within a certain time of you paying, regardless of whether the funds are pending or not. It is a safety measure for new sellers in case the item is dodgy or it is a fake listing.

    Sometimes when receiving a paypal payment from an ebay sale it comes in the form of an 'e-cheque' which takes up to 5 days to clear.
    Does it mention anything like this in the transaction?

  • I called PayPal and they’re saying it’s a completed transaction , I have the guys phone number because it was on the bio of the listing too. The seller says if I give a feedback it’ll send the money to him but if I do he could just not send it

      Don't send feedback until you've received the goods/refund. The onus is on the seller to send the goods. If they do not, then they're breaking the contract. You should not be involved in anything besides sending the money, and receiving the goods. Open a dispute with eBay / Paypal once the delivery ETA has been exceeded. PayPal will refund you if they do not send the item.

      Feedback isn't compulsory.

    Come on… what is the FULL STORY.
    Did you honestly have the funds in you Bank Acc for PayPal to withdraw?
    Payments are instantly unless there is an issue with your accounts.

    • I have money in my account, I did the full transaction. All money instantly came out, the new seller says he cannot post as he has not recieved the funds for the postage which was 5$ that i had also paid. I contacted paypal and they had said the transaction was complete so the only idea i have is that ebay is holding payment until he ships in full with tracking updating status to delivered but he wont post as he has not recieved the 5$ yet. I never purchased things unless i have the funds..

  • If PayPal is holding funds its because the seller cannot be trusted.

    Paypal hold funds to esnure the item has been sent and delivered before releasing funds.

    So holding back until funds are released defeats the purpose.

    Go through Paypal and ask for a refund since seller refuses to send the item

  • I asked him to refund it, but he isn't sure how. ive gone to paypal and asked them to do the refund, is there anything i will have to do? i explained the situation and that he marked it as sent. He doesn't want to post anymore due to damaging the product…

      In future, make sure all correspondence is via eBay messages (if you hadn't). PayPal will contact the seller, and if they do not respond, they will refund you after 3(?) days. Do not contact the seller after this, you've initiated the end result. Nothing more needs to be done from you besides checking that you've received the refund by PayPal.

      Don't worry too much about it, you'll get your money back. The seller is probably a novice who hasn't done this before, not necessarily a scammer.

      I'd recommend buying from someone with considerable positive feedback in future to prevent these types of issues, unless it's a bargain and worth the risk/time delays ;)

      Out of curiosity, what did this seller have in terms of feedback?

      • had about 7 points but seemed legit, he says he issued a refund on paypal but im not sure how long that takes to show up for me

  • I think i made a mistake, i opened a return case on ebay and then thought i shouldnt open it cause i havent recieved anything and i closed it. I've contacted him and he said he put through a refund on paypal and nothing has come up at all. I rang paypal support and they said he hasnt started any refund, do i put it into dispute? as its just a claim at the moment on paypal. On ebay i cannot do anything because i closed the return case

      The whole thing sounds pretty suss. I would contact Ebay via phone and explain the situation up until this point (even if you have called them before). If you are happy to get a refund I would tell them that but also say that he has told you he has refunded but PayPal has no record and that you would like to cancel the transaction via Ebay. They will help you do that, especially if you have paid and he hasn't sent it and has no proof of postage. You are more than within your rights.

          Scroll right down the bottom and click on call us. You need to do it via their open hours or the number won't show.

          I see you've contacted PayPal already, hopefully they will help you out. I still would call Ebay to report this because the seller is in the wrong here. Up to you though.

    You need to do all your dealings with PayPal not Ebay. I had a situation like this a few years ago when a seller would not send until they received the money from PayPal, however PayPal would not release the funds as they were a new seller and it was large amount of money. The reason that you couldn't cancel the transaction is because the seller lied and marked the item as sent which then gave you the option to return only. I ended up calling PayPal and doing everything over the phone in regards to the refund but it did take 3 weeks to get the money back it's not a quick process and definitely not 3 days as previously mentioned.
