Ugh… the code for that page is horrific.
If you're really keen, go into dev tools (F12), console, enter "recaptchachecked = true;"
Scroll to bottom of page again and under almost invisible validation message the recaptcha should be enabled and you should be able to submit.
The Recaptcha link didn't work.
