You maybe able to get someone to gift it for you, and you can pay cash to the person with the iTunes account, not 100% sure it will work though as a credit card maybe required for an account.
Is the giving of credit card details to iTunes really such an issue though?

Well, i only purchase iPad games when they're on sale. N they're often on sale. Use AppShopper to track sales.
