Not sure, you will need to ask someone who owns that phone or perhaps enquire on Whirlpool or the Ausdroid forums for places to unlock the phone.
You'll need to pay to unlock it but from comments like this one

I have read the $50 Huawei has a resistive screen.
Personally, I prefer the look of the 8150 to the X1.
Hi Check at Harver Norman, they have NOKIA C3 with Vodaphone prepaid @ $52 normally around $89-99( Seen one in Knox shopping centre). Easy to unlock as there are many shops aroung Springvale.
