So I was installing a couple of Samsung 4K tvs at my mums place (she already had a couple of Apple TV’s she use with her old tvs) and I noticed that there is now an Apple TV app On the new tvs. From what I could see the Apple TV app pretty much does what the Apple TV did? Am I all clear to sell them for her or is there an advantage to having the physical Apple TV?
So Are The Physical Apple TV’s Obsolete?

She pretty much only uses it for iTunes Store and rentals. All the other apps she uses are on the tv.

Far from. ATV does far more than just support apple streaming. There are plenty of other apps it supports. Plus at the moment, the only tv's that support the full Apple TV App is Samsung in this country. Its begun rolling out to other platforms in the US, such as Roku and (I think) the Fire Tv. but no idea when we will get it on other tv's here. I read that Samsung had some exclusive deal but no idea how long for.
I just got an update on my Bravia TV that has in the notes
"update to allow installation of Apple TV application launching in Mid November 2019"
So assume other tv brands will get it soon too
nice. That Android yeah? If so that would be good as hopefully it will appear on other android platforms.
In your case, the Apple TV’s may well be obsolete (for now). However for a lot of people the Apple TV software is a lot better than the standard tv software- especially as it gets older and no longer receives updates. I wouldn’t even consider a cheap and nasty TV without an Apple TV hooked up.
The Apple TV gets continual updates and makes any screen a smart tv, I’ve got one hooked up to a computer monitor.

The Apple TV app on TVs is not the same as what a physical Apple TV can do.
If the new TV’s have the app then they probably also have AirPlay 2 which means you can use screen mirroring from an Apple device to the TV. The Apple TV app will give them access to iTunes content and also the Apple TV+ subscription that is coming next month.
A physical Apple TV will give access to the tvOS operating system with the tvOS App Store so that you can download third party apps and games to the Apple TV. Some of these apps may be available on the TV natively but definitely not all of them.
