Looks a little bit like Willow but not quite
Looks like one of the many species of Willow, the bulk of which originate in China or America, so it isn't a native.
The Native Weeping Malaluca has papery bark, and this one has smooth bark, so I don't think that removal should be a problem. On the other hand some Councils have very rigid rules when you mention the word 'Tree', so who knows!

Prune it to the stump if it’s in the way.
If you take a photo with google lens it should tell you what it is.
