Should I just pay for everything via card? Or should I get cash out via another banks ATM? Whats better value?

Pay for everything on card. Only use the ATM if you need cash, which may be a few dollars fee. Remember, you are getting the main saving of avoiding international transaction fees with Citibank Plus.

Credit Card would be 4% fee If it's Debit Card cash or card would be the same but you'll get hit with the other banks withdrawal fees if any from the ATM.

No the Credit card would be 4% not the debit card if it was a plus account.
You told us your with Citi but haven't told us what accounts you have IE: Plus, Platinum, ect

@SpotTheOzzie: No international transaction fees on Citibank Plus.
Use this for everything, if you need cash use ATM and maybe be charged a few bucks.
Look for Kwik Trip convenience stores, they have Citi ATMs inside.
Affinitty Plus Federal Credit Union ATMs, I dont think charge fees for Citi cards.
