Please suggest me some of the devices under $300. I don’t need a cellular functionality. Only for video conferencing and watching videos for sending it to my mom.

Don't get Android Tablets, since Google and OEMs have practically abandoned the idea since Android 4.1
Don't get Windows Tablets, they cost too much and have lower performance and lower battery life, but are larger/clunkier.
The best tablet is the iPad. I say this as someone who doesn't like Apple.Get one of the newer models, but one that's used. Plenty of hardware, software, and OS support. Not to mention third-party hardware accessories and software. That will suffice for most tablet users. But there are use cases for Android tablets (certain Apps) or Windows tablets (certain functions), but these really are more of a niche.

My wife has one and its great.
I've used both Android and Apple phones and tablets, there is really no difference.
Get a used iPad 5th or 6th generation. Under $300 easy. All the apps you need on the app store. iPad apps in general are of better quality than Android apps. Don't get anything with damaged or replaced screen.
