I'm convinced that there's a lot of unlicenced drivers on OzBargain given the frequent questions about very basic road rules.

The red vehicle is still on the other side of the road. The blue vehicle may safely proceed.
You’re not wrong. Give way doesn’t mean wait 30 seconds until they actually arrive, it means if you can’t go safely, you have to let them go first. If there’s ample time, blue can go.

Whoever has insurance has the right of way.
They both give way to each other and the first person to die from starvation or run out of petrol gives way.
Perhaps a more interesting question would be:
Who should give way on love island?
Give way to cars approaching from the right.
Solid line would indicate a stop sign. Also give way to cars coming from the right.
Orange is blocking the traffic. Even if I didn't know the road rules, which is give way to vehicles on your right, out of courtesy, I would still give way to orange car.
Blue gives way to orange with either broken or solid line
