My last Amex card was cancelled April 2018 (about one and half year ago). How long is the period before I can get another signup bonus points if I am to get Amex card again? Or is it better for me to call customer service to confirm?

According to Amex, David Jones and Westpac branded cards don't count towards the embargo period. They are good have, while serving out an embargo period.

Based on my experience, charge card is excluded. Got bonus points for my plat after cancelling my exp year ago.
