Asking for a friend … as he only uses very small amount of data on monthly basis (100 - 200 MB), my gut feel is that he best using PAYG and pay whatever he uses … do we know which provider charges lowest rate for data usage and counted per KB block as opposed to MB ?

Wow, I don't think your friend will get much lower than that. I'm pretty sure the law of diminishing returns will start to creep in, and if your friend can find anything cheaper, it will require jumping through hoops, or dealing with an extremely dodgy provider.

my friend uses merely 100-200 MB per month and been paying $5 per month, so this is no good for him.
thanks, but this is no better than where he is at the moment because not only that you have to spend $5 per month but you also have to fork out $10 per month for 2 GB, which he doesn't use anyway.
