Cheapest place to get iPhone 3Gs

My brother lost his iphone4, wants to get a new iphone, 3Gs due to budget.

Where is the cheapest place to get an iPhone 3Gs, preferrably white model, 16gb or 32gb doesn't matter.

Brand new of course, and either unlocked or locked to 3 network.

If the price is too dear, then he might go for a second hand one off ebay.

    I have a black 3G 16GB in perfect condition I was about to put on ebay for $300
