Apparently, this DLC is free if claimed during the Imperial City Celebrations. Claim it before 16 September and it is yours forever.
I cannot try it out but those of you that can please report if it worked.

You need the base game to claim the DLC - it is obtainable from the games store under DLCs.

The DLC normally costs 2500 crowns in the TESO store. Note that characters must be at least level 10 to participate in this DLC.
