What are government fees in Credit card conditions ?

I'm shopping around for credit cards. I have seen this - "Government fees" in exclusions list. What are these fees ?
I have to pay council rates. Is this considered as government fee ?

    payments to government do not attract points or contribute to the minimum spend if there are any sign up offers. examples of government payments: council rates, aus post billpay, ato, …

      I dont think council rates or aus post billpay count as government fees… Ato yes.

      In any case, if you pay through paypal, it is no longer a "government fee" - provided your council allows you to pay through paypal.

        i have experimented with my coles credit card and they count the above as government even if using paypal with auspost. however, your credit card may be different

    what about rego ? Vicroads is government organization so I assume it is gov fee :(
