I dont think council rates or aus post billpay count as government fees… Ato yes.
In any case, if you pay through paypal, it is no longer a "government fee" - provided your council allows you to pay through paypal.
i have experimented with my coles credit card and they count the above as government even if using paypal with auspost. however, your credit card may be different
