All Vodafone prepaid phones are locked. Only some prepaid mobile broadband modems without lock.

There is a long LONG standing history of them not bothering, and just relying on people not trying.

Put it in airplane mode with no sim before you do anything else. Then unlock. I got 3 phones from 3 different big W stores worked on all of them.
