Chromecast…
It's cheap, easy to use and it's the only non Apple device that supports EVERY streaming service.
If they are comfortable using phone, nothing beats chromecast (for netflix/youtube and many more). Otherwise need a proper box with remote.
Vodafone TV or Mii S box (both supports chromecast and remote control)
If still want cheaper, ebay android tv boxes are not bad (not super high quality, but can get the job done, chromecast feature will not work due to license). A friend bought for 40$ few years ago from ebay, still going ok for youtube/netflix.
I know this is over your budget but would highly recommend the Vodafone TV. I use it for YouTube, Netflix, Chromecast, Kodi, Plex, free to air tv purposes. Best android box I've used thus far - constant software updates, very responsive UI no lag, quick to boot, able to run multiple apps at the same time without crashing, remote has a microphone for voice search options.
