Looking to buy bands at Cartier, do they have sales or promotions at their store? Do they generally offer discounts?

No. Their business model depends on being able to provide a sense of exclusiveness and to maintain perceived value.
They do have a corporate discount scheme but if you don't know about it , then you're almost likely not eligible for it.

I know about it because my organisation routinely gifts watches for 10/15 years of service. I was given a stainless ballon blue , which I couldn't care less about ( it was clashing with my miband 😋) and have given to a mate. A little bird told me that the organisation paid USD 5250 for it. It did cross my mind that I could sell it but it has my initials and insignia engraved on the back.

@Lnguyen9: Not that I know of but they also offer corporate discounts. At least they used to. I got 18% off when I got their Legacy bridal set. They also have staff discounts of 15%. Befriend someone who works there maybe…

Not only they don’t provide discount but I think they also destroy their unsold stock
Edit: yep they just recently bought back and destroyed USD$500 mil+ worth of watches to prevent discounted sale
