Nope. This is normal price.
PSN charges whatever they do (forget because I don't play this on there), but I remember when I bought the Ace pack or whatever it was called, I bought it on Xbox because it was 6.65 versus 7.50 or $7 or whatever on Switch where I normally played. The Xbox one has always been that little bit cheaper, and PlayStation has also been around the Switch's price for it.
I look at these packs every season, I only ever bought one after stacking up 400 VB for free so I could get the BP at the best grind to spend ratio. But this is very much the normal price, trust me.
The Xbox One version of the starter packs have always been $6.65, however the prices differ on other platforms ($5USD for the PC version, $7.55 for the PS4, etc.)

Helpful bit of info if, and only IF, you are still big on Fortnite cosmetics and have multiple platforms to play on.

Good info for me at least. My kids (9 and 7) wanted 500 vbucks to buy a skin so I made them do a bunch chores and pay the remaining with their pocket money. I don’t normally let them buy anything in game but this seemed acceptable
