Nope, this is a Zigbee switch and needs the HUE hub. It does not connect to the power, it is basically a small remote control switch (with batteries in it).
I think I understand your question. You can use the Philips Hue Dimmer Switch for Philips Hue bulbs, downlights, LED strips etc only, it won’t work with other brands.
You can set the dimmer switch up using the Hue app, programming the buttons to different lights or grouped lights to turn on/ off and dim. You can also set the same button to do different commands, ie single press light 1, double press light 2 etc.
Once you have it set up you don’t need to use the app. The dimmer switch is also wireless so you can place it anywhere and also use it like a remote.

I used to have a great dimmer, ac powered, remote control. But it only worked on the old incandescent globes.
I swapped to fluorescent globes and didn't have any luck finding dimmers that worked, even with "dimmable" CFLs. That was 10-12 years ago mind you so perhaps the market wasn't there yet.
Now of course with LED it has probably all changed again. I'm out of touch with it all.
Not interested in super smart stuff. Just remotely dimmable globes.

Just after a dimmer. No app. For led or the other low power globes (i forget what they're called). Do you need the hue globes? App?
