Your download speed is more likely limited by your RSP which did not purchase enough Connectivity Virtual Circuits from NBN than your router. Also it may be your Wi-Fi that is the speed limiter. Are you measuring the download speed via Wi-Fi or Ethernet?
Since you asked for the best NBN router instead of a good Wi-Fi router for home, here is the entry model to one of the best series of edge routers. This entry model should suffice for up to a medium size enterprise. But if that isn't good enough for you, there are plenty of more advanced models in the series to choose from. There are many other excellent edge routers offered by competitors too.
And here is a baby toy model from Ubiquiti on special at the moment. It is more capable than a consumer grade router but it is very far from being the best router. And users have commented that this model suffers from speed degradation and instability with version 2 firmwares.
With appropriate software running on a computer that is equipped with a minimum of 2 Ethernet interfaces, you can also make an edge router that begins to approach the best available (in terms of features). See for example, this guide and these popular firewall & routing software. Since routing will be done by software executed on a general purpose CPU instead of by hardware on dedicated VLSI silicon chips, the more powerful the computer, the better the performance.
