The 99 was a pricing error. And what do you mean by library? You can play the majority of VR games on steam with this.
I mean Mixed reality has a shit library. Not the headset.
If you mean the Windows store then yes probably, but it works with SteamVR

Check compatible games before buying.

Works with SteamVR and Vive (using revive). Haven't found a game i can't play yet
Same here, haven't found a SteamVR game that I can't play yet on WMR.
The way SteamVR inputs are handled means just about everything should work out of the box, and if not you can rebind inputs yourself

No. You can run any desktop app / video player etc through it on a PC, but it doesn't work with consoles full stop.

I just bought oculus rift S on Amazon prime day. Spend the extra money and get an oculus rift S or Quest. The money is worth it.
How much for the head unit and controllers?

Note that this HP unit has no hardware IPD adjustment.
You would be better off waiting for a USD299 Samsung Odyssey Plus if buying the old tech to check out.
This is a Lenovo, and it doesn't have IPD adjustment but that isn't a concern if your IPD falls within the normal range, around 63mm for this headset
