Mate, just join one of the Philippines family groups here on Ozb, or there is still a cracked version of the Android app floating around.
Cracked version started failing a year or so ago. People getting banned from it.

$20 is heaps for a potential scam, when there are other potential scammers asking for under $5.
Try to search on gumtree or facebook, there are some people who are looking for others to join their family subscription.

They are either exploiting trials, family memberships, using stolen credit cards, or a combination.
Usually the account will stop working after a while and the 'lifetime' part is that the dodgy seller will give you a new account at that point, but that's not sustainable forever obviously.
Edit: looking at that listing, they offer a 6 month warranty, which basically means you are paying $20 for a 6 month Spotify access which may last longer or may not. Note prices for these on redditbay are much cheaper.
