I don't understand why this hasn't been adopted as the only acceptable metric when it comes to measuring the value of toilet paper or paper towels.
Anything below 22c per 100 sheets is worth getting for TP and anything around $1.46 per 100 sheets for paper towels.
3 ply means little these days, getting thinner. It's about how thin it can get per ply.
