I have noticed American Express are offering bonus member points with new applications. My question is, if I use a referral link would you be entitled to both offers? I’d love to help a random member out if I can.

Yes it would.
The only times that you can't be entitled to both offers is say if you signed up to a professional body's offer. Some amexes used to have a reduced annual fee if you click through them, but that meant you lose out on the referral bonus.
If you see it as a public offer, no reason why it doesn't activate

As kerfuffle has said, it is an annual fee arrangement, paid in advance for one year :)
A quick call to Amex will give you correct answer.
