I'm from France and i would to buy a new phone her. I would like to buy the samsung s10 or oneplus 7 pro, or xiami mi9. So i would like to know where i can find the best price for this phones. And is it possible to take back the tax at the airport please when i will go back to France.

It's probably better to buy from France.
With the Samsung S10 variants you'll get them at a similar price but with the European adaptor and warranty. The OnePlus 7 Pro is only Grey Market here, so you'll be paying more money. The Xiaomi devices are cheaper, but there's no advantage getting them here.
If you find the prices a little too high in France, you can buy them from somewhere else in Europe like Germany or England. Other countries for bargains include Japan, Hong Kong, and Dubai.
