Can someone explain what the difference is, if there is one. Can't find any information or is this just a marketing gimmick? Do they both have the desired 4 PCI express lanes? Here is an example New Dell XPS 15 and New Dell Inspiron. I'd like to extend the laptop with an EGPU.

There's no difference, as Thunderbolt 3 always uses the USB Type-C connector. The number of PCIe lanes is depending on the model. XPS 15 is definitely 4 lanes, but my google-fu failed me on finding the right spec for Inspiron 15 7590.
