Newspaper, dry cement.
Headlight fluid, elbow grease.

Talk dirty to it.
Next step, lubricate it with
Pressure washer.
If you get one with around 3000 PSI and 16 litres/minute you should be able to remove the stains without too much chemical. Be careful that you don't destroy the bricks or the concrete with incorrect use. 3000 PSI will cut straight through a brick if you use the wrong nozzle up close.
A small pressure washer will need some chemicals.
Take a visit to Repco, Supercheap, Bunnings, etc.

Why would you want oil stains taken from your car and put into bricks?
Get some detergent and start scrubbing. You need to get the suds to lift the oil from the pores. You will not get it all off because whilst your scrub, you will also push some oil further down.
Refer to the links below. I followed the instructions as per the second link to remove motor oil from our cement driveway and it worked well.
If its sump oil it will stain be harder to clean than diff or gearbox oil. If the latter vigorous scrubbing with boiling hotwater and detergent will get rid of most of it
