There is no such test within postcode, it depends on the location of the exchange
Put a decimal place between the 2nd and 3rd number of the postcode and that equals the NBN speed. It's the whole reason postcodes exist.
That's why Santa is rocking 99.99 mb/s with his North Pole postcode in Victoria.
