Have you tried turning it off and on again?
I would download a Windows 10 installer from Microsoft, put that on a USB drive, then do a full format and re-install.

You should not be logging into the PC in the first place. Reinstall Windows so it will be yours instead of previous owner GP.
settings > type reset in the search box > follow prompts
assuming it has not been locked out via GPO
Which brand or company is the PC? Many branded PC have recovery Partition from where you can restore to factory default settings. If there is no restore partition then the easy way will be to download Windows 10 and create a USB stick, format the HDD and reinstall windows. You can download Windows 10 from the below link:

Step 1: If it is clear what the company is called, contact them and ask if they are aware their property ( or ex-lease property) has been sold potentially with their data on it. Sounds like it could either be stolen or not wiped properly.
Step 2: If you get no response from them, just reinstall windows but it wouldn’t surprise me if the hard drive is encrypted so you can’t.
Where did you buy the desktop from ?
Probably ex govt with a ton of confidential documents.

I thought reformatting the drive basically destroys any data on it including any encryption making that so that you can clean install windows over it…..
Format the Hard Drive and reinstall Windows is the best option. What version of windows is it Enterprise or Pro?

That shortcut doesn't work any more. It's now CTRL+W
It's so freakin' annoying when I try to do a quick search in my browser, but for some reason my brain thinks I'm doing a search in nano/pico.
ctrl + w is for closing tabs, alt + f4 is for closing windows - completely different use case…..
I concede. I didn't realise it will close individual tabs if multiple are open.
