The bag @altomic mentions is a Chinese copy of the old Scicon Aerocomfort MTB bag. Does not have any of the above features, thin nylon material and potentially a risk to fly with.
There are definitely cheaper bags out there, but they don't necessarily offer the same level of protection, convenience and after sales support as Scicon does.
