Can confirm that there's no free ones here (Vic) when I did it last year.
You can probably find a cheaper one. I forgot how much I paid, but I remember it was the cheapest in my area by a lot (this really old lawyer guy did mine).

I did one earlier in the year for a NZ court document. The local court house in rural Victoria had a person that could do my documents.
But it might depend on what the docs are.
It was free so maybe worth a shot.
